Luxemburg schafft als erstes Land Rechtsrahmen für „grüne“ Pfandbriefe


Bereits vor mehr als zehn Jahren hat das Großherzogtum eine Weltpremiere im Bereich „green finance“ gefeiert. Damals begab die Europäische Investitionsbank eine erste Anleihe an der Börse Luxemburg zu Finanzierung von nachhaltigen Umwelt- und Energieprojekten weltweit. Seither hat sich Luxemburg zu einer der führenden „grünen“ Finanzplätze weltweit gemausert. Mittlerweile sind ein Drittel der nachhaltigen Anleihen weltweit an der hiesigen Börse gelistet.

Seit gestern nun verfügt das Land über ein weiteres „grünes“ Finanzinstrument: die „green covered bonds“ oder grüner Pfandbrief. Die Abgeordnetenkammer gab nämlich einstimmig grünes Licht für eine Abänderung der Pfandbriefregulierung aus dem Jahr 1993. Erstmals werden mit dieser Reform auch die Kriterien der Nachhaltigkeit in einem Gesetz klar definiert. „Damit stärken wir die Position Luxemburgs auf diesem Gebiet, freute sich Finanzminister Pierre Gramegna, der hofft, dass durch diesen Hebel eine Menge Geld gesammelt werden kann, um dauerhafte Vorhaben gegen den Klimawandel und gegen Umweltzerstörung zu finanzieren.

„Wir müssen die Ziele des Pariser Klimaabkommens schneller umsetzen“, sagte Gramegna, für den der Kampf gegen Klimawandel die Top-Priorität ist, „und wir werden alle Hebel des Finanzplatzes nutzen, um das zu beschleunigen“. Bereits im zweiten Semester des Jahres sollen die ersten grünen Pfandbriefe auf den Markt kommen.

(Bloomberg) The Luxembourg Green Exchange, the world’s first bourse for securities related to climate change, listed €63 billion of bonds after one year.

"This far outstripped what we expected,"  Jane Wilkinson, head of sustainable finance at the Luxembourg Stock Exchange, said in a phone interview. "It clearly outstrips the growth we’ve seen in Luxembourg on the regular market, which was stable."

The Luxembourg Green Exchange, also known as the LGX, was set up as a place where investors could be certain that what they were buying was really a green bond. The industry is unregulated to date, although issuers can voluntarily follow frameworks such as the Green Bond Principles or the Climate Bond Initiative. The LGX obliges its issuers to provide full documentation, both before and after issuance.

The Industrial and Commercial Bank of China (ICBC) intends to issue a first green bond that will be listed on the Luxembourg Green Exchange (LGX).

The One Belt One Road (OBOR) Green Climate Bond will be the first green bond with climate bonds certification for the Chinese bank.

ICBC plans to finance green assets in the field of renewable energy, low carbon and low-emission transportation, energy efficiency and management of sustainable water resources. The areas in scope will be both domestic provinces and foreign countries key to the OBOR initiative.

While no official application has been made at the Luxembourg Stock Exchange (LuxSe) to date, the listing of the new bond is subject to the approval of Luxembourg's financial regulator Commission de Surveillance du Secteur Financier (CSSF), as well as LuxSe's internal regulations depending on the market of listing.

Luxembourg's Minister of Environment Carole Dieschbourg and Minister of Finance Pierre Gramegna signed off on the launch of the first stage of the Climate Finance Accelerator on Monday.

A feasibility study, financed by the government, showed strong demand for an accelerator giving technical support to the managers of green finance funds.

The accelerator aims to help to fund managers wishing to invest in projects that have a highly measurable impact in terms of mitigating or addressing climate change.

The ministries are set to finance the accelerator with €2 million over three years.

"The launch of the Climate Finance Accelerator, together with the Ministry of Environment and eight private actors, marks an important step in developing green finance in Luxembourg and makes our financial centre a pioneer in this sense," Gramegna said.
